Airlines will
have to strictly enforce a new Hong Kong aviation security ordinance that lists "prohibited acts" by passengers onboard commercial aircraft flying to or out of the
territory.
The offenses are contained in Ordinance No. 14 of the Hong Kong Police Force, which takes effect November 10, 2005 and covers all airlines serving Hong Kong
International Airport.
These include:
- Acts of violence, threats and destruction of property against the passengers and crew of the flight.
- Willfully obstructing a member of the crew in the performance of duties.
- Failing to comply with instructions for safety precaution and the maintenance of discipline onboard.
- Behaving in a disorderly manner where good order onboard is jeopardized.
- Tampering or interfering with any component, equipment or system installed in the aircraft.
- Being in a state of intoxication onboard as to jeopardize the safety of other persons and property, as well as good order onboard.
- Smoking in the aircraft.
- Operating any electronic device in violation of instructions.
Flight crews
are required to report any violation of the ordinance to the Hong Kong Police Force.
The offenses are punishable by fines and imprisonment ranging from six months to five years.
